KAMPALA, Uganda — Chief Justice Alfonse Owiny-Dollo has called for a thorough investigation into the violent disruptions that occurred at the Nakawa Chief Magistrates Court. The incident, involving a significant scuffle that resulted in injuries, took place before the hearing of the treason case against opposition politician Dr. Kizza Besigye and two co-accused.

According to an official statement from the Judiciary, Chief Justice Owiny-Dollo strongly condemned the acts of violence and disorder, expressing profound concern over the incident, which he described as both unwarranted and unacceptable.

“He has directed an immediate investigation into the matter and assured the public that those responsible will be held accountable by the law”, stated the Public Relations and Communications Registry of the Judiciary.

“Courts are temples of justice and must remain places of order, impartiality, and respect. Any form of violence within Court precincts will not be tolerated,” affirmed Owiny-Dollo.

The Judiciary reiterated its commitment to ensuring the safety of all judicial officers, court users, litigants, observers, and the general public.

“The Hon. The Chief Justice noted that ensuring the safety and proper functioning of Courts is essential to upholding justice and maintaining public trust in the due process,” the statement quoted CJ Owiny-Dollo as saying. He further emphasized the necessity of preserving the integrity and sanctity of court proceedings at all times.

On Friday, clashes erupted between Dr. Besigye’s supporters and individuals believed to be undercover security operatives. The violence began after Ingrid Turinawe was observed filming individuals present in the courtroom. One of the suspected security operatives then allegedly seized her phone and initiated attacks on people, triggering the ensuing brawl.

Paul Kisule, a mobilizer for the People’s Front for Transition (PFF), was seen being rushed out of the Court with visible blood coming from his mouth due to injuries sustained.

Earlier in the week, two individuals, including Umar Katongole, a Councillor from Kira Division, were arrested within the Court premises shortly after Dr. Besigye’s session and were forcibly taken away in a drone vehicle. They were subsequently released later that night, but bearing injuries.

Chief Justice Owiny-Dollo appealed to all court users and the general public to respect the authority of the Courts and to support the Judiciary in its mandate to administer justice fairly, independently, and without interference or intimidation.

Dr. Besigye is jointly charged with his personal assistant, Obeid Lutale, and UPDF Captain Denis Oola. On April 22nd, Dr. Besigye and Mr. Lutale filed a second bail application, following Justice Rosette Kania’s dismissal of their initial request on April 11, 2025.

Justice Kania had cited a high risk of interference with investigations and the seriousness of the treason charges as reasons for the denial.
