NAIROBI, Kenya — Newly appointed Basic Education Principal Secretary John Lekakeny Ololtuaa assumes office with more than three decades of experience in teaching, education administration and public service, positioning him among the most seasoned education managers in government.
President William Ruto appointed Ololtuaa to head the State Department for Basic Education in a government reshuffle announced on Tuesday, June 9, 2026.
He replaces Julius Bitok, who was reassigned to the State Department for Tourism in changes communicated through a notification of presidential action issued by Chief of Staff and Head of the Public Service Felix Koskei.
Ololtuaa takes over the education docket at a challenging moment for the sector, with the government grappling with a wave of student unrest, school fires and safety concerns that have disrupted learning in several institutions across the country.
From Narok to the top of Kenya’s education sector
Born in Kilgoris District in Narok County, Ololtuaa’s rise through Kenya’s education system reflects a career built on academic achievement and public service.
He began his education at God-Ngoche Primary School before joining Sosio Secondary School. He later proceeded to Narok High School, where he completed his Kenya Advanced Certificate of Education (KACE), laying the foundation for a career that would span more than three decades.
Ololtuaa holds a Bachelor of Education (Arts) degree and a Master’s degree in Education Administration from Kenyatta University.
Career spanning more than 30 years
His professional journey began in 1993 when he joined the teaching profession as an assistant teacher.
Over the years, he rose steadily through the ranks of Kenya’s education administration, serving in key leadership positions at school, district, county and regional levels.
He served as principal of Ennosaen Secondary School before being appointed District Education Officer (DEO) in Suba, Mbita and Bomet districts.
His experience and leadership later earned him promotion to County Director of Education, serving in both Bomet and Kajiado counties.
Ololtuaa subsequently rose to the position of Regional Director of Education, overseeing education management in Eastern, Nairobi, Rift Valley and Central regions—some of the country’s most significant education zones.
The extensive experience has given him firsthand knowledge of policy implementation, school management, curriculum administration and education governance.
Experience beyond education
Beyond the education sector, Ololtuaa has played a significant role in public administration and governance.
He served under the Transition Authority, the institution tasked with overseeing Kenya’s transition to a devolved system of government following the promulgation of the 2010 Constitution.
As County Transition Coordinator for Narok County, he helped facilitate the transfer of functions and structures from the national government to county governments during the early stages of devolution.
Tourism leadership
In 2022, President Ruto appointed Ololtuaa as Principal Secretary for Tourism.
During his tenure, he spearheaded initiatives aimed at strengthening Kenya’s position as a global tourism destination through tourism diversification, domestic tourism promotion, tourism safety programmes and partnerships with private sector players.
His work focused on enhancing the sector’s contribution to economic growth and job creation.
Community development and youth mentorship
Outside government administration, Ololtuaa has remained actively involved in community development and youth empowerment initiatives.
He has supported scholarship programmes, youth mentorship projects, anti-drug abuse campaigns and interventions targeting vulnerable communities.
He also participated in the British Council’s Global Schools Partnership Programme, an initiative designed to strengthen collaboration between schools across Africa, Asia, Latin America and the Caribbean.
Task ahead in Education
Ololtuaa’s appointment returns him to a sector where he spent most of his professional career.
His immediate priorities are expected to include addressing student unrest, improving school safety, overseeing education reforms and strengthening learning outcomes across the country.
