NAIROBI, Kenya — The Nairobi City County Government has reassigned three senior officials to new executive responsibilities, with the changes taking effect immediately.
In a notice dated Wednesday, October 21, 2026, County Secretary and Head of Public Service Machel Waikenda announced the appointments with the approval of Governor Sakaja.
The changes affect the Mobility, Public Participation, Citizen Engagement and Customer Service, and Lands departments.
Under the new arrangement, Eng. Samwel Njogu has been designated Acting Chief Officer for Mobility.
Zipporah Njeri Mwangi, the substantive Chief Officer for City Culture, Arts and Tourism, has been assigned additional responsibilities as Acting Chief Officer for Public Participation, Citizen Engagement and Customer Service.
Godfrey Akumali, who heads Housing and Urban Renewal, will also serve as Acting Chief Officer for Lands.
The notice cites sections 44(3)(a), 45(5) and 64 of the County Governments Act, 2012, as the legal basis for the administrative changes.
Mosiria’s exit draws attention
The reassignment comes amid renewed political attention surrounding Geoffrey Mosiria, who previously served as Chief Officer for Citizen Engagement and Customer Service.
Mosiria recently indicated that he was considering a bid for the Nairobi Governorship in the 2027 General Election, potentially setting him on a collision course with Sakaja.
Vivid Voice News reported on Wednesday that Mosiria had been removed from the position following his public remarks about his political ambitions. The timing has placed his departure at the centre of discussions surrounding the county reshuffle.
However, the reported political connection should not be treated as an officially confirmed reason for the decision.
Zipporah Njeri Mwangi’s appointment to take over the citizen engagement and customer service functions places the department under new acting leadership while she retains her existing City Culture, Arts and Tourism responsibilities.
What the changes mean for Nairobi
The latest appointments place additional responsibilities on three senior county officials overseeing departments central to the capital’s administration.
The Mobility docket is responsible for transport-related county functions, while the public participation and citizen engagement department serves as an important link between the county administration and Nairobi residents.

The Lands department, meanwhile, oversees a sector closely associated with urban planning, land administration and development management.
By assigning acting responsibilities alongside existing substantive positions, the county has opted to redistribute leadership duties across its executive structure.
The immediate effect of the changes will depend on how the affected departments manage their operations, coordinate responsibilities and maintain service delivery during the transition.
The reshuffle also comes as Nairobi’s political leadership faces growing attention ahead of the 2027 General Election, when Sakaja’s administration will be assessed against its record on governance and service delivery.
The county notice does not provide a detailed explanation for the latest changes, and it remains unclear whether further executive appointments or restructuring will follow.
