Ruto appoints, reappoints officials to key state agencies

Ruto appoints, reappoints officials to key state agencies

NAIROBI, Kenya — President William Ruto has appointed and reappointed officials to several State boards, including the newly established National Cybersecurity Agency, Kenya Medical Training College (KMTC), Kenya Wildlife Service (KWS) and the Railway Development Levy Fund Board.

The changes were published in the Kenya Gazette dated Friday, August 21, 2026, with most of the appointments taking effect immediately and running for three years unless otherwise specified.

Ruto appointed Dr Martin Koyabe as the non-executive chairperson of the Board of Directors of the newly established National Cybersecurity Agency.

The appointment was made under Gazette Notice No. 13506 and takes effect from August 21, 2026, for a three-year term.

It follows the gazettement of the State Corporations (National Cybersecurity Agency) Order, 2026, which provides the legal framework for the agency.

The appointment establishes the leadership of the agency’s board as the government moves to strengthen its institutional response to cybersecurity threats.

Ruto also appointed Lynette Njeru as the non-executive chairperson of the Railway Development Levy Fund Board for three years.

Her appointment, made under the Miscellaneous Fees and Levies (Amendment) Act, took effect on August 21.

Njeru will serve alongside John Cheruiyot Rotich, Meshack Otieno Kidenda, Lee Mutunga and Patrick Nabiswa Koyi, who were also appointed as members of the board.

The Railway Development Levy Fund is established under law to support railway development in the country.

At the Kenya Medical Training College, Ruto reappointed Joseah Kiplangat Cheruiyot as chairperson of the Board of Management for another three years.

His new term also took effect on August 21, 2026.

Cheruiyot has chaired the KMTC board since 2023. The board oversees the institution’s management and supports its mandate of training healthcare professionals.

KMTC trains middle-level health professionals through programmes in healthcare education, research and consultancy.

In the wildlife sector, Tourism and Wildlife Cabinet Secretary Rebecca Miano reappointed Prof Erastus Mutembei Kanga as Director-General of the Kenya Wildlife Service for another three years.

The reappointment was made under the Wildlife Conservation and Management Act and took effect on August 21.

Kanga will continue leading the agency responsible for wildlife conservation and management across the country.

The Gazette also announced changes to boards and councils in several other sectors, including procurement, intelligence oversight, transport, education and agriculture.

National Treasury Cabinet Secretary John Mbadi reappointed Patrick Kimemia Ndirangu, Lucy Chepkemoi, Amos Simiyu Makokha and Ali Mohamed Haji to the Public Procurement Regulatory Board for three years.

Interior Cabinet Secretary Kipchumba Murkomen appointed Joseph Gitonga Riungu as chairperson of the Intelligence Service Complaints Board.

Naema Ibrahim Somo, Lawrence Nyalle, Samwel Owino Wakiaga and Charity Kagwi Ndung’u were appointed as members of the board, which handles complaints relating to the National Intelligence Service under the National Intelligence Service Act.

In the transport sector, Roads and Transport Cabinet Secretary Davis Chirchir appointed Stephen Mutai as a member of the National Transport and Safety Authority (NTSA) board.

Education Cabinet Secretary Julius Migos Ogamba appointed members to the councils of Kisiwa, Rift Valley and Kajiado national polytechnics, as well as Dr Shem Tai to the Pwani University Council.

Agriculture Cabinet Secretary Mutahi Kagwe reappointed Wanyama Musiambo as chairperson of the Bukura Agricultural College Board of Governors and appointed Dr Titus Mutwiri as a board member.

The latest appointments come as the government continues to refresh leadership across State corporations, regulatory bodies and public institutions, with the new appointees expected to oversee the respective institutions in line with their statutory mandates.
