NAIROBI, Kenya — Government Spokesperson Isaac Mwaura has condemned a Russian national whose videos circulated widely on social media, allegedly showing encounters with Kenyan women filmed and shared without their consent.

In a strongly worded statement, Mwaura accused the man of exploiting the women and violating their privacy.

“I condemn the Russian man for taking advantage of our ladies,” Mwaura said. “However, as Africans, we must also learn to love ourselves. Our women should not perceive that everyone who is white is automatically wealthy.”

The controversy follows mounting public outrage over viral clips that appear to show women being recorded during private interactions. Authorities have already confirmed that investigations are underway, with agencies examining potential violations under the Penal Code and cybercrime laws.

Mwaura cautioned against assumptions that foreigners are inherently affluent, arguing that such perceptions may expose individuals to manipulation.

“We must love ourselves so that we are not deceived into doing things that go against our values and allow others to look down upon us,” he added.

His remarks come amid a broader national conversation about privacy rights, digital exploitation and the misuse of emerging wearable technology. Online safety advocates have raised concerns over discreet recording devices and the ease with which intimate content can be disseminated globally within minutes.

The spokesperson also framed the controversy within what he described as a wider erosion of cultural values, suggesting that social and economic pressures have increased vulnerability among certain groups.

Beyond addressing the immediate incident, Mwaura outlined ongoing government programmes targeting women, youth and persons with disabilities.

“Grants for persons with severe disabilities have been increased from 46,000 beneficiaries to 63,938. The number of orphans and vulnerable children receiving support now stands at 438,804, while 1,213,214 senior citizens are benefiting from government assistance,” Mwaura said.

He added that the government is implementing the Building Code 2024 alongside the Persons with Disabilities Act 2025 to enhance accessibility in public infrastructure.

An Older Persons Bill 2025 is also in development to strengthen legal protections and welfare support for senior citizens.

Additionally, plans are underway to train 600,000 mothers and sole caregivers to access government procurement opportunities under affirmative action frameworks.

Mwaura emphasised that these measures form part of a broader inclusion agenda aimed at strengthening social protection systems and promoting economic empowerment for vulnerable populations.

Investigations into the viral recordings are ongoing, with authorities yet to provide further details on possible arrests or charges.
