KAMPALA, UGANDA — A by-election to fill the vacant Kawempe North Parliamentary seat has been scheduled for March 13, 2025, by the Electoral Commission (EC).

The vacancy arose following the death of Muhammad Ssegirinya, who passed away at Lubaga Hospital after a period of hospitalization.

The Electoral Commission (EC) Chairperson Simon Byabakama announced on Monday that the electoral process to choose Ssegirinya’s replacement will begin this week across the constituency’s 197 polling stations.

Byabakama presented this initial timeline at a stakeholders’ meeting and press briefing held at Tick Hotel in Kawempe.

The preliminary schedule outlines the following key dates: candidate nominations will be held from February 26 to 27, 2025; the review of candidate documentation will take place from February 27 to March 5; and the campaign period will run from February 28 to March 11.

In anticipation of the election on March 13, Byabakama stated that any individuals or organizations interested in serving as election observers for the by-election are required to submit an application to the EC for accreditation.

“The Commission further welcomes proposals and suggestions aimed at ensuring the conduct of free and fair electoral activities in Kawatwe Divisional. The Conduct of Election involves many stakeholders. Adherence to the electoral laws and guidelines by all stakeholders during the entire electoral process is therefore very crucial.”

He added that the by-election will be overseen by Henry Makabai, the returning officer for Kawempe, with Rehema Nassuna serving as the assistant returning officer.

The EC chairman called for calmness among the candidates and cautioned them against engaging in bribing voters.

“We are all stakeholders in this exercise, and therefore let us work together to deliver a peaceful, free and fair by-election to the mutual satisfaction of all stakeholders.” Byabakama said.
