Kenya turns to Qatar for more jobs, investment and trade opportunities

Kenya and Qatar have agreed to institutionalise annual bilateral political consultations as Nairobi seeks to deepen cooperation on jobs, investment and trade.

NAIROBI, Kenya — Kenya and Qatar have agreed to institutionalise annual political consultations as Nairobi seeks to turn its growing relationship with Doha into more jobs, investment and market opportunities for Kenyans.

The agreement was reached during the inaugural Kenya-Qatar Bilateral Political Consultations held on Wednesday, August 12, 2026, and led by Foreign Affairs Principal Secretary Dr Korir Sing’Oei and Qatar’s Ministry of Foreign Affairs Secretary-General Dr Ahmed bin Hassan Al Hammadi.

The talks covered a broad range of areas, including trade, investment, labour, agriculture, aviation, tourism, education, youth, sports and climate action.

For Kenya, employment emerged as one of the most immediate priorities.

More than 70,000 Kenyans live and work in Qatar, making the Gulf state an important destination for Kenyan workers and a key partner in Nairobi’s labour diplomacy.

According to Kenya’s State Department for Foreign Affairs, the two countries agreed to accelerate discussions on reviewing the 2012 Bilateral Labour Agreement, with Kenya seeking to strengthen the framework governing employment opportunities for its citizens in Qatar.

“On labour mobility, the two countries agreed to expedite discussions on the review of the 2012 Bilateral Labour Agreement,” the State Department said.

Kenya also welcomed the continued availability of employment opportunities for its citizens in Qatar.

The issue comes against the backdrop of concerns over fraudulent overseas recruitment schemes that have previously targeted Kenyans seeking jobs in the Gulf.

Kenya seeks more Qatari investment

Beyond labour mobility, Nairobi used the talks to push for greater Qatari investment in Kenya’s priority sectors.

Kenya invited Qatar to increase investment in renewable energy, agriculture, infrastructure, logistics, tourism and Special Economic Zones.

Nairobi also sought Qatari participation in Kenya’s $200 million Green Investment Fund, as the government looks to mobilise capital for environmentally sustainable projects.

“Kenya invited increased Qatari investment in priority sectors, including renewable energy, agriculture, infrastructure, logistics, tourism and Special Economic Zones, and called for Qatar’s participation in Kenya’s USD 200 million Green Investment Fund,” the State Department said.

The investment push reflects Kenya’s broader effort to attract Gulf capital into infrastructure, energy, agriculture and other sectors considered critical to economic growth.

Meat exports remain a sticking point

The discussions also addressed market access for Kenyan agricultural products.

Kenya raised restrictions affecting its meat exports to Qatar, with both sides agreeing that their technical authorities would continue consultations in an effort to find a mutually acceptable solution.

For Kenyan farmers and exporters, resolving the issue could help expand access to the Qatari market and strengthen agricultural trade between the two countries.

Agriculture remains an important part of Kenya’s economic engagement with Gulf states, particularly as Nairobi seeks new markets for livestock and other agricultural products.

Kenya Airways, Qatar Airways cooperation

Aviation was another key area of discussion.

Kenya welcomed expanding cooperation between Kenya Airways and Qatar Airways, particularly in passenger connectivity and air cargo.

Greater cooperation between the two carriers could strengthen links between Kenya and Qatar while also supporting tourism, trade and the movement of goods between East Africa and the Gulf.

For Kenyan exporters, improved cargo connectivity could provide additional opportunities to reach international markets.

Qatar expands cooperation with Kenya

Qatar also confirmed ongoing discussions on expanding cooperation in the economy, energy, education, labour and aviation.

The broad agenda reflects an increasingly multifaceted relationship between Nairobi and Doha, moving beyond traditional diplomatic engagement towards economic and commercial cooperation.

The institutionalisation of annual consultations is expected to provide both countries with a regular platform to review existing agreements, address emerging disputes and identify new areas of cooperation.

Kenya-Qatar relations date back to 2003

Kenya and Qatar established diplomatic relations in 2003, with cooperation developing over the years across trade, investment, labour, agriculture, transport and tourism.

The new framework is intended to make the relationship more structured and predictable by ensuring that senior officials from both governments meet regularly to assess progress and resolve outstanding issues.

The second Kenya-Qatar Bilateral Political Consultations will be held in Nairobi in 2027.

For Kenya, the immediate test will be whether the renewed diplomatic engagement can translate into tangible outcomes — more employment opportunities for Kenyans in Qatar, greater Qatari investment at home, improved market access for Kenyan exporters and stronger air links between the two countries.
