    Former CID spokesperson Charles Twine reportedly missing following police summons

    Former CID spokesperson Charles Twine reportedly missing following police summons

    KAMPALA, UGANDA — Unconfirmed reports suggest that Assistant Superintendent of Police (ASP) Charles Twine, the former spokesperson for the Criminal Investigations Directorate (CID), is unaccounted for.

    According to sources, Twine was summoned on Tuesday night to meet with the Inspector General of Police (IGP), Abas Byakagaba, and his deputy, James Ochaya, for reasons that remain undisclosed.

    Twine, who had been serving as a CID officer attached to Parliament for the past three years and often traveled with Members of Parliament (MPs), reportedly journeyed on Tuesday night to attend the meeting with the senior police officials on Wednesday morning.

    Insiders indicate that Twine arrived at the Police Headquarters by 7:30 am on Wednesday and subsequently appeared before IGP Byakagaba and Deputy IGP Ochaya.

    The nature of any alleged transgression by Twine that necessitated the attention of the police’s top command remains unclear. However, sources claim that following the meeting, Twine was handed over to Special Forces Command (SFC) soldiers who were allegedly waiting in a vehicle within the Naguru Police Headquarters premises.

    Colleagues of Twine, speaking anonymously, stated that he was transported by SFC personnel to an unknown location. They also noted that his vehicle remains parked at the Naguru police headquarters, and his known telephone numbers are no longer reachable.

    When contacted for comment, Uganda People’s Defence Forces (UPDF) Acting Spokesperson, Col Chris Magezi, directed Vivid Voice News to SFC Spokesperson Maj Jimmy Omara. “I haven’t got any information regarding Twine’s arrest by our officers. But let me verify, and I will provide the information when I get it,” Maj Omara stated.

    The SFC is an elite military unit responsible for the security of President Yoweri Museveni, his family, and critical government infrastructure. In recent times, the SFC has been linked to several abductions, primarily involving members of the opposition National Unity Platform (NUP).

    Notable instances include the abduction of NUP President Bobi Wine’s bodyguard, Edward Ssebuwuufu, also known as Eddie Mutwe, who was allegedly held incommunicado by the SFC for several days.

    Charles Twine previously served as the CID Spokesperson during Grace Akullo’s tenure as director. However, he was transferred from the CID shortly after Maj Tom Magambo succeeded Akullo.
