KAMPALA, Uganda — President Yoweri Museveni has retained First Lady Janet Kataaha Museveni as Minister of Education and Sports in the newly announced 2026–2031 Cabinet, signalling continuity in one of government’s most closely watched portfolios.

Also maintaining their positions are Vice President Jessica Rose Epel Alupo, Prime Minister Robinah Nabbanja, and Minister of Justice and Constitutional Affairs Norbert Mao, underscoring a degree of stability at the top tier of government.

Among the most notable changes is a high-profile reshuffle involving Dr. Jane Ruth Aceng and Dr. Chris Baryomunsi. Dr Aceng, who has led the Health Ministry since 2016, has been appointed Minister of Information, Communications Technology and National Guidance, while Dr Baryomunsi moves to head the Ministry of Health.

The swap marks a significant transition for both leaders, particularly as Uganda continues to navigate public health challenges alongside expanding its digital and communications agenda.

In the security docket, Jim Muhwezi returns as Minister in charge of Security under the Office of the President, reinforcing his longstanding role within Uganda’s security architecture. Meanwhile, Henry Tumukunde has been appointed Minister of Gender, Labour and Social Development, marking his return to Cabinet.

At the level of ministers of state, Masaka City Woman MP Justine Nameere has been named Minister of State for Local Government, while Jacqueline Mbabazi—spouse of former Prime Minister Amama Mbabazi—has been appointed Minister of State for Gender, Labour and Social Development in charge of Elderly Affairs.

The appointments reflect a broader balancing act within the new Cabinet, combining continuity among senior leadership with strategic redeployments and the re-entry of experienced political figures into key government roles.
