KAMPALA, Uganda — President Yoweri Museveni has announced a cabinet reshuffle that sees a direct exchange of ministerial roles between Dr. Jane Ruth Aceng and Dr. Chris Baryomunsi, marking one of the most notable changes in the latest government reorganisation.
Under the new appointments released on Tuesday, Dr. Aceng has been moved from the Ministry of Health to the Ministry of ICT and National Guidance, bringing to an end her nearly decade-long tenure at the health docket, which she has held since 2016.
She replaces Dr. Baryomunsi, who now takes over as Minister of Health.
The swap places both senior officials in strategically significant portfolios at a time when the government is prioritising digital transformation alongside ongoing public health challenges.
Dr. Aceng, a trained medical doctor, became one of the country’s most recognisable public officials during the COVID-19 pandemic and subsequent Ebola responses, where she served as a central government spokesperson on health emergencies and policy measures.
In her new role at the ICT and National Guidance Ministry, she is expected to oversee government communication systems, information regulation, and the country’s broader digital agenda.

Dr. Baryomunsi, also a medical professional, assumes leadership of the Health Ministry at a critical period as Uganda continues to manage Ebola concerns alongside persistent systemic challenges, including staffing gaps, resource constraints, and service delivery pressures in public health facilities.
The reshuffle forms part of a wider cabinet reorganisation announced by President Museveni as his administration enters a new term, aimed at aligning key ministries with evolving national priorities in governance, economic management, and service delivery.
