KAMPALA, Uganda — President Yoweri Museveni has removed several long-serving ministers and senior government officials in a wide-ranging Cabinet reshuffle that introduces new political figures and technocrats while reconfiguring key ministries at the start of the new government term.

The changes affect major economic, security, and foreign affairs portfolios, marking one of the most significant reorganisations of the executive in recent years.

Veteran Finance Minister Matia Kasaija has been dropped and replaced by his former deputy Henry Musasizi, who now assumes the role of Minister of Finance, Planning and Economic Development.

In the Office of the Prime Minister, long-serving Second Deputy Prime Minister Gen. Moses Ali has been removed and replaced by Dr Crispus Kiyonga, who now takes over the position alongside broader government leadership duties.

Lukia Nakadama retains her position as Third Deputy Prime Minister and Minister without Portfolio.

At the Energy Ministry, Ruth Nankabirwa has been replaced by Monica Musenero.

In the security docket, Gen. David Muhoozi has lost the Internal Affairs portfolio, with Ephraim Kamuntu appointed to take over the ministry.

The Foreign Affairs Ministry has undergone a major change, with Ambassador Adonia Ayebare replacing Gen. Jeje Odongo as Minister of Foreign Affairs.

Meanwhile, Calvin Echodu and Haruna Kasolo have been appointed Ministers of State for International Affairs and Regional Affairs respectively, replacing Henry Okello Oryem and John Mulimba.

Betty Amongi has been dropped as Minister of Gender, Labour and Social Development and replaced by Henry Tumukunde.

In the Local Government docket, Balaam Barugahara takes over from Raphael Magyezi.

The Trade, Industry and Cooperatives Ministry has also seen a major change, with businessman Sanjay Tanna replacing Francis Mwebesa.

Tom Butime retains his position as Minister of Tourism, Wildlife and Antiquities.

In the health and ICT-related portfolios, Chris Baryomunsi and Jane Ruth Aceng have exchanged roles within the ministerial structure, reflecting internal reassignments across government.

A significant number of ministers have exited Cabinet, including Obiga Kania, Raphael Magyezi, Christine Adoa, Muruli Mukasa, Moriku Kaducu, Evelyn Anite, Cheptoris, Florence Nambozo, Bwino Kyakulaga, Kenneth Omona, Peter Lokeris, Hamson Obua and Hellen Asamo.

Some of the outgoing ministers have been reassigned to advisory positions. Hamson Obua, Ruth Nankabirwa, Francis Mwebesa and Evelyn Anite have been appointed Senior Presidential Advisors.

President Museveni has retained Vice President Jessica Alupo and Prime Minister Robinah Nabbanja, while First Lady Janet Museveni remains Minister of Education and Sports.

The reshuffle reflects a broader reconfiguration of Uganda’s executive leadership, combining continuity at the top with targeted replacements across key ministries. Analysts say the changes signal both consolidation and strategic repositioning within the ruling establishment.
