NAIROBI, Kenya — Nairobi Governor Johnson Sakaja announced an immediate and significant Cabinet reshuffle on Tuesday, November 18, 2025, affecting ten County Chief Officers (CCOs) and signalling a strategic re-prioritization within his administration.
The restructuring was enacted in line with Section 45(5) of the County Government Act 2012, according to a notice signed by the Governor.
The most notable change involves the reassignment of Chief Officer Geoffrey Mosiria, who previously headed the Environment docket.

Mosiria, known for his proactive and often outspoken enforcement of environmental laws, including bans on open-air waste burning and restrictions on animal farming in residential areas, will now lead the Citizen Engagement and Customer Service docket.
Taking over the crucial Environment sector is Hibrahim Otieno, who previously headed the Medical Facilities docket.
