KAMPALA, Uganda — Makerere University has launched a comprehensive review of security and event management procedures following an incident of alleged indecent conduct at its 2026 Freshers’ Ball, which triggered public debate after videos and photographs circulated online.
In a statement issued on Tuesday, November 3, the university’s Dean of Students, Dr Winifred Kabumbuli, said management had taken the matter seriously and was reviewing arrangements for university-sanctioned social events to prevent similar incidents.
The incident occurred on Saturday, October 31, during the annual Freshers’ Ball held at the university grounds in Kampala. The event attracted widespread attention after footage and images circulated on social media, prompting questions about conduct, security and supervision at large university gatherings.
Makerere clarified that the individual involved was a former student and not a currently enrolled member of the university.
The institution also explained that the Freshers’ Ball is traditionally open to the public, attracting students, alumni and other visitors.
“The University wishes to clarify that it does not condone any conduct that undermines the values, principles and standards of behavior expected of members of the University community,” the statement said.
Kabumbuli said management had initiated an immediate review of the security arrangements and event management protocols governing university-approved social functions.
“We have initiated an immediate, comprehensive review of the security and event management protocols for university-sanctioned social events to prevent a recurrence of such breaches,” she said.
The review is expected to examine how security is organised and how access and conduct are managed during events hosted on university grounds. However, the university did not provide details of the specific measures under consideration or indicate when the review would be completed.
Makerere backs family’s appeal over circulation of videos
The university also acknowledged an appeal from the former student’s family, which asked members of the public to stop sharing videos and photographs related to the incident.
Management urged the public to respect the family’s request and refrain from further circulating the material.

The appeal comes amid wider debate on social media, where footage from the event has attracted significant attention.
Makerere reiterated its commitment to providing a safe, inclusive and dignified environment for students, staff, visitors and other members of its community.
Questions remain over accountability and event oversight
Although the university has announced a review of its procedures, its statement did not disclose whether any further administrative or legal action would be taken in connection with the incident.
It also did not identify the former student or provide details about the circumstances surrounding the alleged conduct.
The incident has renewed scrutiny of the management of large social events on university campuses, particularly where gatherings are open to people beyond the current student population.
For now, Makerere’s announced response centres on reviewing security and event management procedures, with further details expected if the university releases additional information.
