WASHINGTON, D.C., United States — The United States has publicly confirmed for the first time that it has deployed weapons in Earth’s orbit, in what officials and independent experts describe as an unprecedented admission by a senior Pentagon figure.

US Secretary of the Air Force Troy Meink made the disclosure on Monday during a keynote address at the Air, Space and Cyber Conference in National Harbor, Maryland, hosted by the Air & Space Forces Association.

“Today, we continue to ensure we remain ready to meet the challenges of evolving threats wherever they exist. This is why the United States now has on-orbit space control weapons capable of defending the joint force against hostile adversary action,” Meink said.

Meink declined to specify the type, number or capabilities of the weapons, telling reporters afterward that his remarks had been “very well thought-out” — a signal, observers said, that he was carefully avoiding disclosure of classified information. He did not say when the weapons were placed into orbit.

Space policy analysts said the deliberate vagueness was likely intentional. Victoria Samson, chief director of space security and stability at the Secure World Foundation, suggested the systems described are unlikely to be kinetic weapons — those that physically strike a target — given repeated past statements from US officials emphasising responsible, low-debris space operations.

Analysts speaking to defence outlets suggested the capability more likely leans toward non-kinetic tools such as electronic jamming, laser dazzlers or cyber interdiction designed to disrupt or blind adversary satellite links without generating dangerous orbital debris, though kinetic options were not ruled out.

According to the Space Force’s own warfighting framework, its “space control” mission set spans both kinetic and non-kinetic means aimed at disrupting, degrading or, where necessary, destroying adversary space capabilities, carried out either by manoeuvring forces into position or from a standoff distance.

Officials and analysts described Meink’s announcement as a calculated message to Russia and China amid intensifying military competition in space.

US military leaders have for several years said they were bolstering space-based capabilities in response to Russian and Chinese programmes they say are designed to attack or disrupt American satellites during a potential conflict.

The disclosure comes as the Trump administration has also emphasised space-based sensors and interceptors as central to its planned “Golden Dome” missile defence system, intended to shield the United States from a range of airborne and space-based threats.

Not everyone views the disclosure as a straightforward deterrence win. Independent arms-control researchers cautioned that publicly confirming on-orbit weapons could hand China and Russia political cover to accelerate their own orbital weapons programmes more openly, potentially trading short-term deterrence messaging for a longer-term orbital arms race.

A 1967 international treaty prohibits placing weapons of mass destruction in orbit, but it does not cover the broader range of counterspace capabilities that major powers, including the US, Russia and China, have continued to develop — including systems capable of targeting rival satellites through jamming, cyberattack or physical interference.

Satellites underpin much of modern military and civilian life, supporting communications, navigation and surveillance.

The US Space Force, established in 2019 as the newest branch of the US military in more than 70 years, was originally framed around protecting American satellites and space assets.

Last year, President Donald Trump signed an executive order explicitly expanding the service’s role to include offensive space operations, alongside its defensive mission.

A Space Force spokesperson has said its space-control missions are intended to contest and control the space domain through both kinetic and non-kinetic means, deployable for offensive or defensive purposes at the direction of combatant commands.

US officials have pointed to a series of developments by Russia and China as justification for the shift. In February, reports emerged that two Russian satellites had likely intercepted communications from at least a dozen European satellites since Russia’s 2022 invasion of Ukraine, potentially giving Russian intelligence access to sensitive transmitted data or, in theory, some measure of control over the satellites involved.

In 2024, the US said Russia had launched a satellite it believed was capable of attacking other spacecraft, a claim Moscow did not publicly address.

The US Space Force has said China is developing and operating space and counterspace capabilities as part of its broader military modernisation, while it assesses that Russia regards space as a warfighting domain in which achieving supremacy could prove decisive in future conflicts.

Meink’s disclosure came alongside other developments unveiled at the same conference, including confirmation that the US military is progressing with development of the Sentinel intercontinental ballistic missile, a modern replacement for the ageing Minuteman system, with its first launchpad test expected in 2027.
