KAMPALA, Uganda — President Yoweri Museveni has released a new Cabinet list for the 2026–2031 term, marking one of the most significant reshuffles in recent years, with changes affecting senior ministerial positions, economic portfolios, and security-linked dockets.

In the announcement, Museveni said the appointments were made under constitutional provisions governing executive authority, covering the Vice President, Prime Minister, Cabinet Ministers, Ministers of State, and Senior Presidential Advisors.

Vice President Jessica Rose Epel Alupo retains her position, while Prime Minister Robinah Nabbanja also remains in office as Leader of Government Business in Parliament.

Among the most notable adjustments, Rebecca Kadaga has been appointed First Deputy Prime Minister and Minister for East African Community Affairs, while Dr Crispus Kiyonga becomes Second Deputy Prime Minister and Deputy Leader of Government Business in Parliament. Lukia Nakadama is named Third Deputy Prime Minister and Minister without Portfolio.

In the economic sector, Henry Musasizi takes over as Minister of Finance, Planning and Economic Development, replacing long-serving minister Matia Kasaija, who is not included in the new Cabinet list.

First Lady Janet Kataaha Museveni retains her position as Minister of Education and Sports, maintaining continuity in a portfolio central to government policy and public scrutiny.

In the Office of the President, Babirye Milly Babalanda remains in charge of the Presidency, while Jim Muhwezi continues to oversee Security. Jonard Asiimwe Eng. takes charge of Science, Technology and Innovation.

Other key ministries remain largely unchanged, including Frank Tumwebaze in Agriculture, Dr Chris Baryomunsi in Health, Jane Ruth Aceng in ICT and National Guidance, and Norbert Mao in Justice and Constitutional Affairs.

The list also confirms that Ruth Nankabirwa, Evelyn Anite, Francis Mwebesa, and Hamson Obua have been moved from ministerial roles and appointed Senior Presidential Advisors.

The changes suggest a strategic redeployment of experienced political actors within the broader executive structure.

Dr Kenneth Omona has been transferred to the diplomatic service as ambassador, with his posting to be announced later.

Gen. Moses Ali, who previously served as Second Deputy Prime Minister and Deputy Leader of Government Business in Parliament, does not appear in the new Cabinet or advisory list.

The reshuffle comes amid renewed political consolidation within the ruling National Resistance Movement (NRM), with the new lineup reflecting a blend of continuity, targeted promotions, and the exit of some long-serving figures from frontline Cabinet positions.

The government is expected to formally present the list for parliamentary processes and swearing-in in the coming days.
