KAMPALA, Uganda — Yoweri Museveni has retained the bulk of his long-serving allies in a new cabinet reshuffle, signalling continuity in government policy while introducing a handful of new faces in key dockets.

Among the notable changes, Kiryowa Kiwanuka takes over the Defence Ministry, Sanjay Tanna is appointed Trade Minister, and Adonia Ayebare assumes the Foreign Affairs portfolio. Balaam Barugahara has also been named Minister of Local Government, while veteran politician Gen Moses Ali has been dropped from the cabinet.

The appointments, made under provisions of Uganda’s 1995 Constitution, reflect a broader strategy by Museveni to maintain political stability and consolidate control while making limited adjustments to his executive team.

The retention of senior figures across critical ministries—including finance, security, and internal affairs—suggests a preference for institutional continuity at a time when Uganda is navigating both domestic political transitions and regional security dynamics.
