NAIROBI, Kenya — The government has formally gazetted a new command structure and operational framework for the National Government Administration Police Unit (NGAPU), a specialised formation within the National Police Service (NPS).
According to the gazette notice issued by Inspector-General of Police Douglas Kanja, NGAPU has been established to support National Government Administrative Officers (NGAOs) in the execution of their lawful duties while providing security across administrative units nationwide.
“The Unit will render operational support to national government administrative officers, provide protective security to government officials, and support government agencies in enforcing national policies, laws, and regulations,” the notice states.
The Unit is also empowered to apprehend offenders, preserve exhibits as first responders, manage conflict, and support peacebuilding initiatives.
NGAPU officers will operate in close coordination with other law enforcement agencies during national operations, public functions, and community gatherings.
Command-wise, the Commandant of NGAPU will report directly to the Deputy Inspector-General of the Administration Police Service, responsible for coordinating all matters requiring police support to administrative officers and government agencies.
At regional, county, sub-county, and ward or division levels, officers will follow a structured chain of command designed to ensure efficiency and accountability.
Ward or Division Unit Officers are required to respond promptly to requests from administrative officers, while the Officer-in-Charge of the police station remains responsible for all police operations in their area, including crime prevention and investigations.

All NGAPU operations will be recorded in the Occurrence Book, with recovered exhibits handed over without delay to the Officer-in-Charge. Discipline, uniforms, equipment, record-keeping, and reporting will follow existing National Police Service Standing Orders, and officers will be entitled to allowances as determined by the National Police Service Commission.
The Commandant has also been tasked with developing Standard Operating Procedures (SOPs) for approval by the Inspector-General before implementation.
Officials say the new framework is intended to streamline coordination between administrative officers and the police, enhance accountability, and strengthen security operations at the local level, particularly during public events, national functions, and lawful administrative activities.
