KAMPALA, Uganda — As the nation prepares to cross over into 2026, the Uganda Police Force (UPF) has released a comprehensive security framework to govern the upcoming New Year festivities. The authorities have emphasized that strict adherence to these protocols is mandatory, warning of immediate intervention for any violations.

Police spokesperson ACP Rusoke Kituuma addressed the media on Monday, confirming that while fireworks are a staple of the countdown, they will be strictly regulated. The most notable restriction is a strict time limit on the duration of the pyrotechnics.

“The duration of any fireworks display shall not exceed five minutes from the time of the first blast,” Kituuma told Vivid Voice News.

The Force has received numerous applications from religious institutions, entertainment hubs, and hotels. However, only those with formal authorization may proceed.

Kituuma further clarified that all displays must be handled by licensed blasters and must be announced to the public beforehand via local FM radio stations and print media to avoid panic.

To ensure public safety, the Counter Terrorism (CT) unit will take an active role in the celebrations.

These specialized officers will escort all fireworks materials and provide direct supervision during the launches in coordination with District Police Commanders (DPCs).

Security officials will also conduct site inspections to verify that venues are suitable for such activities.

“Area DPCs reserve the authority to stop any fireworks display that does not comply with the set guidelines,” Kituuma warned, adding that violations could lead to the immediate termination of the event.

The police have also placed a total ban on the burning of tyres—a common but destructive tradition—noting that it causes significant damage to road infrastructure.

Furthermore, firearm holders have been cautioned against celebratory “salute” shots into the air, citing the severe risk of stray bullets causing injuries or fatalities.

Organizers of “crossover” overnight prayers have been instructed to coordinate closely with local security agencies to protect worshippers.

Reflecting on the Christmas period, the police noted that the holidays were generally peaceful across the country with no major security breaches.

However, the period was marred by a few isolated incidents, most notably a devastating road accident that resulted in the deaths of seven members of a single family.

Police have urged motorists to remain vigilant as traffic increases during the New Year transition.
