NAIROBI, Kenya — The Kenyan government has officially restructured Nairobi’s administrative framework by creating three new sub-regions, an action intended to enhance service efficiency and decentralize operations for the city’s population of over five million.
Interior Cabinet Secretary (CS) Kipchumba Murkomen announced the establishment of the Nairobi North, Nairobi East, and Nairobi West Service Delivery Coordination Units on Thursday 13, November 2025.
Decentralization for efficiency
CS Murkomen stated that the reorganisation fulfills a promise made during the recent Jukwaa La Usalama public forums, which sought to improve accessibility to government services (wananchi).
“During the recently concluded Jukwaa La Usalama public forums, we promised to restructure and reinvigorate the National Administration to serve the people of Kenya better. We are committed to bringing services closer to wananchi through deliberate decentralisation and efficiency enhancement,” Murkomen said in a statement.
The CS confirmed that each of the three new sub-regions will be led by officials holding the rank of County Commissioner, who will report directly to the Regional Commissioner for Nairobi Region.
New administrative boundaries and leadership
The new sub-regions and their corresponding leaders and sub-counties are defined as follows:

National redeployment
In tandem with the Nairobi reorganization, CS Murkomen also announced the promotion and redeployment of several County Commissioners across the country.

These nationwide changes, which take effect immediately, are informed by individual officers’ strengths, experiences, and feedback gathered during the Jukwaa La Usalama consultations.
Among the County Commissioners redeployed to new stations are: Joseph Mwangi Wamuti (Tana River), Linda Adhiambo Okola (Taita Taveta), David Ntawuasa Saruni (West Pokot), Michael K. Yator (Kajiado), Jeremiah Mwai Gicheru (Kericho), and Peter Mwangi Maina (Vihiga).
